Cindy Young-Bolek
Board President








Cynthia (Cindy) Young Bolek, joined the Hillsboro Police Department in 2001 after serving 12 years with the Newberg-Dundee Police Department.  She has held positions in Telecommunications, as a Reserve Police Officer, Community Resource Technician, Public Information Officer, and Manager of the Newberg-Dundee 9-1-1 Emergency Communications Center.  She is currently the Support Services Division Manager responsible for the oversight of the Hillsboro Police Department Support Services Division which includes: Professional Standards, Training, Risk Prevention and Management, Labor Relations, and Records.

Ms. Young Bolek holds a Master’s Degree in Public Administration from Portland State University, is a Certified Litigation Specialist™ (CLS) through the Americans for Effective Law Enforcement (AELE), holds certificates from Portland State University in Public Management, Human Resource Management, Labor Relations and has been recognized for service excellence in law enforcement.

Ms. Young Bolek resides in Yamhill County with her husband, daughter and son.

Sheriff Gordon joined the Washington County Sheriff’s Office in the fall of 1979 as a Corrections Officer after serving 4 years in the United States Marine Corps. He has held the positions of Corrections Deputy, Senior Corrections Deputy, Sergeant, Lieutenant, Patrol Commander, Jail Commander, Chief Deputy, and now serves as Sheriff of Washington County. He has held command positions in Administration, Patrol and the Jail.

 
Sheriff Gordon holds a Bachelor’s Degree in Human Resource Management from George Fox University as well as dual Executive level certification from Oregon’s Department of Public Safety Standards and Training in both police and corrections. He also attended Harvard University’s Kennedy School of Government. He is a graduate of the FBI National Academy and holds certificates from the U.S. Department of Justice, the National Institute of Corrections, Southwestern Law Enforcement Institute, and the Oregon State Sheriff’s Association. Sheriff Gordon was selected as the Oregon Jail Manager of the Year for 1998 and 2001 for his excellence as a jail commander and multiple years of service.

 
Sheriff Gordon has expanded the methamphetamine task force and assisted in establishing an interagency clandestine lab team. He has led the efforts to form an interagency fraud and identity theft team. Geographic community policing has also been fully implemented in the patrol divisions and expanded traffic enforcement team has helped improve the safety of the streets and highways. He has also expanded the jail system by an additional 34 beds. Under his leadership, the Washington County Sheriff's Office is now nationally accredited by CALEA (Commission on Accreditation for Law Enforcement Agencies).

 
Sheriff Gordon resides in Washington County with his wife, two sons, and daughter.

·Attended Portland Community College and Life Bible College.  Completed 4 year mentor Program through Faith Christian Fellowship International in Tucson, AZ 1992-1996. 

· Received Ministers license on 11/5/1993 

· Ordained Sr. Pastor of Faith Christian Fellowship (Non-denominational) of Hillsboro Jan. 1997.  Ministered until August 2002.

· 2000 sworn in as Chaplain for the Hillsboro Police Department
· Senior Level Chaplain with the International Conference of Police Chaplains

· 2001 hired by Sheriff Jim Spinden; Washington County Sheriff’s Office, to oversee development of religious programs in the jail and to  work with members of the community during traumatic events and serve the staff by providing non-denominational counseling as well as perform wedding ceremonies.  Currently oversees 50 volunteer Chaplains in the jail and community. Coordinate annual interagency law enforcement memorial services and preside over other official events.

· Currently serves as the Executive Chaplain of Peacekeepers NW Chaplain Association.
· Is a certified trainer for the International Critical Incident Stress foundation

Kathy Bose joined the Washington County Sheriff’s Office as an Administrative Specialist working in the Records Unit in August of 1992 after working five years in the banking industry.  After working in Records, she was selected to provide payroll services in the business administration office.  In 1997, she was promoted to Sr. Administrative Specialist providing administrative support to at that time, two chief deputies.  In February of 2007, she was selected as the Executive Assistant to Sheriff Rob Gordon.  

 Kathy has served on several advisory boards within the Sheriff’s Office, including the Sheriff’s Office Foundation, Jail Advisory Board, ESPD Advisory Board, Public Safety Coordinating Council, Law Enforcement Council, and the currently serves as the Secretary for the Peacekeeper’s NW Chaplains Board.  

 The Sheriff Office employs over 500 staff members with approximately 340 sworn deputies and 200 non-sworn personnel.  The Executive Administrative Office is responsible for the oversight and management of the organization.  Kathy Bose provides executive level support to the Sheriff’s 10-member executive team while supervising two staff members in the Executive Offices. 

 She enjoys being involved with projects and organizations that devote services and support to humanitarian efforts and individuals who are less fortunate. Kathy has four children and resides in western Washington County with her husband.

 Emily’s working background includes 13 years in the banking industry,
and close to 13 years with the Washington County Sheriff’s Office. 

For seven years, Emily oversaw the Washington County Jail inmate banking system.  Emily currently works in the Sheriff’s Office Executive Administrative Office and is the Washington County Public Safety Coordinating Council Secretary.

 
Emily was born and raised in Wilsonville, and currently resides in Aloha, Oregon with her husband Jerry, of 21 years.  She has a step-son, Robin, who resides in Riverton, NJ.

Dr. Sherry Harden - PKNW Board Member

Sherry L. Harden, Psy.D.



Dr. Sherry Harden is a clinical and police psychologist in Beaverton, Oregon.  She has been married for 27 years and has two daughters, ages 24 and 20.  Dr. Harden began her clinical practice in 1994, and became interested in forensic and police psychology in 1996 while working as an intern at the FCI Sheridan.  She received her doctorate in 1998 from George Fox University and was licensed in 2000 after completing a residency in public safety and head trauma.  She currently provides therapy, evaluation, consultation and training services, specializing in services to police officers and their families.  She specializes in treating adults who have been involved in trauma, critical incident-related or past, and sees individuals presenting with depression, stress, and anxiety problems.


Dr. Harden became a reserve deputy for Washington County Sheriff’s Office in 2000, and continues to serve as a Special Deputy on the Hostage Negotiations Team.  She also serves as a consultant for other teams in the area, as well consulting for other state and national agencies.  She had the unique opportunity in December 2004 to travel to Antarctica to perform evaluations for “winter-over” candidates and stress-management training for peer supporters.  She is an ICISF member and trainer, and is active in the IACP Psychological Services Section guiding the revision of the Peer Support Guidelines.


Sandy James

Sandy was born and raised in Oakland, California. She is one of six children and the proud daughter of a stay-at-home Mom and a life-long Oakland, California firefighter.
She attended Chabot College and Cal State Hayward. She had hoped to become a doctor. But life had other wonderful surprises in store.



Sandy was blessed with two children and four grand babies ranging in age from one to three-year-old twins.
Professionally speaking Sandy has had a wonderfully diverse background. She was a flight attendant during the Viet Nam era, a long-time award-winning television anchor/reporter, including more than twenty years with KOIN-TV in Portland.  In 2001, Sandy became the Public Information Officer for the Washington County Sheriff's Office. During her tenure as the PIO Sandy received a number of training opportunities including, but not limited to, Homeland Security, Emergency Management, Disaster Preparedness,  and Incident Command Structure.

After retiring from the Sheriff's Office Sandy helped with the rebuilding efforts in Biloxi following hurricane Katrina.
Today she is semi-retired. She works part-time at Flightcraft at the Portland Airport, and enjoys spending time with her grand babies.

Dr. Larry Bowen holds a Doctorate in Biblical Studies from Moriah Institute of Christian Studies and Doctorate Certificates from the National Association of Forensic Counselors in Domestic Violence, Addiction Counseling and Criminal Justice. He is the Former Executive Director of Clean And Sober Living, Inc. CASL is a special needs housing provider in Washington and Marion Counties.
 
Larry has helped organize and form such organizations as Vision Action Network, Inter-religious Action Network and the Community Housing Fund of Washington County. He is a past-Chairman of the North West Sheriff’s Chaplain’s Association and was recently sworn in as a PKNW Chaplain. Larry taught classes in the Washington County Jail and Restitution Center and in the community-at-large through CASL. He is the Chancellor of the Moriah Institute of Christian Studies Washington County Campus where he teaches counseling in various fields, especially in areas of Larry’s accreditation.
 
Larry is currently the Chaplain at Columbia River Correctional Institution and is very active in the community working to bring faith-based organizations in contact with hurting people who need their help. He is married to Julie and they have two daughters and four grandchildren. Larry and Julie own a lot on a Fishhawk Lake where they plan to build a cabin.

In addition to his law practice, Dennis continues to work part time at the Washington County Sheriff's Office.   One of his responsibilities at  the Sheriff’s Office is writing the Sheriff’s Office Newsletter.  He spends each Wednesday in Salem where he volunteers as the Historian for the Oregon State Sheriffs’ Association.

He and his wife, Joyce, are long time residents of the metro area.  Joyce graduated from Gresham High School and Dennis from Cleveland High School in Portland.  They both graduated the same year from Portland State University.  He later received a Master’s Degree from the University of Portland then his Juris Doctor Degree from Lewis and Clark College.

Lieutenant Doug Ehrich is a 20-year law enforcement veteran with the Hillsboro Police Department.  In his current position in the Professional Standards Unit, Lieutenant Ehrich supervises department training, field training of new officers, Oregon Accreditation, police policy and procedure, labor relations, Internal Affairs and employee commendations.  Lieutenant Ehrich has previously supervised the Investigations Division, Youth Services Division and Patrol Division.  He has also held assignments as a patrol officer, field training officer and detective. 

Lieutenant Ehrich has received several commendations for his efforts in emergency response to include the Life Saving Medal, Meritorious Service Commendation and Distinguished Service Citation.  Lieutenant Ehrich values his compassionate and professional response to those he serves. 

More importantly, he is married and the father of 4 children and the grandfather of 1.  He has been involved in creating safety plans, safety education and emergency response for his church, where he has been an active member for several years.

Lieutenant Ehrich is an alumnus of Multnomah University and plans to finish his education as life and time allows.
